While authorities have yet to officially finalize the methodological details, estimates circulating within the Ministry of Finance suggest the arrival of 10 million new cryptocurrency users by 2027. This figure, while striking, builds upon an existing reality: the country currently boasts an estimated 20 million adopters holding approximately 3.7 trillion rubles in assets. This user base highlights a deep-seated structural interest in crypto-assets, despite past regulatory uncertainties.
To oversee this momentum, Moscow has implemented a rigorous legislative framework as of September 2026. Access to trading is now open to the general public, provided they use licensed platforms. However, non-qualified investors are subject to strict safeguards, including an annual purchase limit of 300,000 rubles per intermediary, conditional upon passing a knowledge test. This approach marks a clean break from earlier, far more restrictive proposals that were aimed only at a financial elite with substantial capital.
It is crucial to emphasize, however, that this liberalization does not in any way signal the adoption of cryptocurrencies as a form of currency. The legal framework maintains a strict ban on settling goods or services with digital assets within the country. The ruble remains the sole legal tender for domestic transactions, a position reinforced by the progress of the digital ruble, the central bank digital currency (CBDC), whose infrastructure is being progressively mandated for banks and merchants.
The stakes for the Russian government are twofold: ensuring monetary sovereignty while capturing economic activity that has historically developed in the shadows. By legalizing mining and facilitating cross-border transactions for international trade, the Kremlin aims to bypass pressures related to Western sanctions while integrating these flows into a regulated and taxed financial circuit. If the user growth projections hold true, Russia is set to become one of the largest and most strictly regulated crypto markets in the world.
