While the elimination of generic accounts is slated for mid-2026, the widespread adoption of multi-factor authentication (MFA) across all government systems will not be completed until February 2028. Similarly, the deployment of advanced detection solutions, such as EDR and XDR, as well as the mandatory certification of critical systems, follows a staggered trajectory. This two-speed approach—balancing immediate crisis response with long-term standardization—raises questions, however, about the feasibility of these goals given the persistent budgetary constraints that hampered previous cycles.

A critical component of this strategy concerns post-quantum cryptography, a field in which the French State plans to complete an inventory of sensitive data by 2026, followed by a full technical rollout by 2030. This transition addresses the "harvest now, decrypt later" threat, which involves intercepting data today to decrypt it once the necessary computing power becomes available.
